Before seeking sanctions, the United States, Britain and France plan to ask the United Nations Security Council to support their demand that Libya extradite agents accused of involvement in the bombing of American and French passenger airplanes that killed 441 people, Western diplomats said Friday.

The three countries will ask for sanctions against Libya only if Tripoli then refuses to obey a projected Security Council order to pay compensation and extradite those accused of blowing up Pan American World Airways Flight 103 over Lockerbie, Scotland in December 1988 and another plane belonging to a French airline, Union des Transport Aeriens, in Niger the following year.
