Fed: Housing industry set for soft year, say analysts

CANBERRA, Feb 2 AAP - The housing industry is set for a weaker year with new figures
showing a slump in approvals, led by Victoria and Queensland.
The Australian Bureau of Statistics today reported the building sector has slumped
in December, recording a 3.5 per cent fall in approvals for dwelling units.
In the year to December, building approvals fell 8.9 per cent.
The number of private sector homes approved during the month dropped 3.3 per cent to
8,258 and other private sector dwellings approved fell 0.6 per cent, to 3,728.
Housing Industry Association chief economist Harley Dale said while the figures were
down, 2006 was looking more like a "softer year than a savage year".
"The profile for building approvals confirms that 2006 will be a weaker year for residential
construction," Mr Dale said.
"The orderly pull-back in building activity which began in 2005 is set to continue this year.
"Building approvals are close to bottoming, they haven't tanked along the way, and
there is still around $13 billion worth of new building work in the pipeline.
"So 2006 will be a softer year, but not a savage year."
But he said with stable interest rates and tight rental markets, demand for new housing
would continue to build.
"So we would expect to see the market find a base by the end of the year," he said.
Master Builders Australia chief economist Peter Jones said the December fall had almost
completely offset the rise in November.
"We are seeing a continuation of a sawtooth pattern as dwelling approvals struggle
to bottom out after what has been to date a mild downturn in housing," Mr Jones said.
He said the key factor in today's figures was a fall in Victorian approvals linked
to strict new environmental regulations introduced last year.
Victoria's total dwelling unit approvals were down 16.4 per cent, as private sector
houses fell 10.1 per cent.
Queensland also suffered with total dwelling unit approvals down 6.5 per cent and private
sector houses falling two per cent.
RBC Capital Markets senior economist Michael Every said the figures had implications
for the housing market and interest rates.
"Clearly the residential housing market is well off its peak now," Mr Every said.
"The RBA (Reserve Bank of Australia) remains on hold for now with domestic demand moderating.
"A further softening and/or a downturn in external demand should see lower rates later in 2006."
The Reserve Bank is due to meet on interest rates in Sydney next week.
The estimate of the value of total building approved fell 6.8 per cent, to $4.6 billion,
while the value of new residential building approved fell 1.2 per cent, to $2.427 billion.
The value of alterations and additions fell 8.4 per cent to $412.9 million.
The seasonally adjusted figure for total dwelling units approved in NSW was up 6.2
per cent, while private sector houses fell two per cent over the month.
South Australia's total dwelling unit approvals fell 2.5 per cent, as private sector
houses dropped 1.6 per cent.
Total dwelling unit approvals for Western Australia rose 1.4 per cent and private sector
houses rose 1.7 per cent.
Tasmania's total dwelling unit approvals rose 1.6 per cent over the month, seasonally adjusted.

A teenage mother has avoided spending any time in jail for helping her boyfriend dispose
of a body on Queensland's Sunshine Coast.
19-year-old KILAH JOHNELLE JONES has received a wholly-suspended five-year sentence
.. after pleading guilty in the Supreme Court in Brisbane to one count of accessory after
the fact of murder.
The court was told she was a frightened and easily influenced 17-year-old when she
helped her 23-year-old boyfriend dump their flatmate's body.
It's alleged the boyfriend killed the flatmate during an argument in May 2009 at their
Nambour unit.
He's been charged with murder and will stand trial at the end of the month.

NSW:Roozendaal slams electricity inquiry
SYDNEY, Dec 24 AAP - The NSW government has given the first indication that state parliament
was prorogued early to kill off an inquiry into its $5.3 billion electricity asset sell-off.
The government was accused this week of trying to derail the upper house inquiry into
the part-privatisation of publicly owned electricity assets, after Governor Marie Bashir
prorogued parliament two months earlier than expected.
Premier Kristina Keneally has denied parliament was closed down to avoid scrutiny of
the sale and said its oversight will be left to the auditor-general.
News Ltd reported on Friday that Treasurer Eric Roozendaal has admitted parliament
was closed early to scuttle the inquiry.
"Any scrutiny should not be done by a politically motivated committee," he was quoted as saying.
"Some of the present members of the committee have already said publicly and in Hansard
they object to the transaction process.
"It has been prorogued early, it has been prorogued later (before past elections) but
at the end of the day we have got to work in the interests of the people of NSW."
The members of the inquiry committee met on Thursday and vowed to continue their work,
despite government MPs refusing to take part and NSW Premier Kristina Keneally declaring
the inquiry illegal.
The clerk of the Legislative Council, Lynn Lovelock, has advised the committee's chair
- Christian Democrat Fred Nile - there is nothing to stop the inquiry going ahead.
It is expected to report back before the March state election, with hearings on January
17 and 18, and a report handed down on January 31.

VIC:Murder accused "schizophrenic"
A court's heard the man charged over last Friday's double shooting on Melbourne's Lygon
street has previously been diagnosed a paranoid schizophrenic.
ADAM KOSIAN has appeared in the Melbourne Magistrates' Court today charged with murdering
60 year-old BORIS KOSTOV and 44 year-old GORAN VASIC.
His lawyer CARRIE O'SHEA has told the court KOSIAN is yet to be assessed by a doctor
in custody but has previously being diagnosed with paranoid schizophrenia.
She's says he's currently not receiving any medication and doesn't require any.
The matter's been adjourned for a committal mention on December 13.
Mr KOSTOV and Mr VASIC were gunned down outside Players of Lygon in Carlton to the
shock of witnesses on the busy restaurant strip.

NSW: Police raid nets drugs and firearms
SYDNEY, April 16 AAP - A 33-year-old man faces numerous drug and firearms charges after
a police raid on a Blue Mountains home, west of Sydney.
Officers allegedly uncovered amphetamines, cannabis and evidence of the manufacture
of explosives and other weapons when they raided the Valley Heights home about 5.30pm
(AEST) on Wednesday, police say.
"Police also found evidence that firearms assembly was taking place in the premises,
including blue prints, schematic diagrams and assembly diagrams for the manufacture and
assembly of several firearms, including a machine gun and automatic pistol," NSW Police
said in a statement.
Officers found gun parts which had been machined and fashioned to resemble many of
the schematics, including what appeared to be a machine gun in a near complete state.
An unsecured, operational gun was also found with a large amount of ammunition.
"Also located was literature and diagrams on how to make home made explosives and a
flame thrower," police said.
"Unknown and unlabelled chemicals were also located and police believe they are being
used in the manufacture of amphetamine and explosives."
Numerous specialist police remain at the scene.
The man has been charged with 10 offences including supply of a prohibited drug, manufacture
of a firearm without licence and possessing an unregistered firearm without a licence/permit.
Bail was refused and he was due to appear at Penrith Local Court on Thursday.

Fed:Ai Group says Govt's workplace amendments workable
The Australian Industry Group says employers would have preferred to have kept individual
work contracts .. but the federal government's workplace relations amendments are workable.
The federal government's introduced legislation to parliament that begins the roll-back
of the former coalition's controversial Work Choices laws.
Ai Group Chief Executive HEATHER RIDOUT says the workplace relations amendments appear
to be balanced and workable .. and have been shaped by a very constructive consultation
process.
The bill enables all existing AWAs to continue for their full term .. up to five years.
And employers who've been using AWAs will be able to enter into statutory individual
employment agreements .. to be called Individual Transitional Employment Agreements for
the next two years.

Fed: Equine flu spreads, VRC expects no stop to spring carnival

SYDNEY, Aug 26 AAP - The equine influenza (EI) outbreak, which has shut down the multi-billion
dollar Australian racing industry, has spread from NSW to Queensland but Victorian authorities
are confident that the Melbourne Spring Racing Carnival will not be affected.
Although no racehorse has tested positive to EI, race meetings across the country were
cancelled yesterday and a 72-hour order against the movement of horses was put in force,
with that order is due to expire on Tuesday afternoon.
The first case of EI in Australia was found in a stallion at Sydney's Eastern Creek
quarantine station which was immediately locked down on Thursday.
But on Friday recreational horses stabled at Centennial Park, in Sydney's east, were
found to be suffering from clinical symptoms.
Centennial Park is near Randwick Racecourse where 700 thoroughbreds are trained.
Racing NSW chief executive Peter V'Landys said today it was crucial people adhered
to the protocols regarding horse movement.
He said it was almost certain the 72-hour ban would be extended in NSW when government
and racing officials met tomorrow.
"If people stop moving horses throughout the state, the quicker this can burn itself
out," Mr V'Landys said.
"Horses that left Centennial Park and went to Maitland infected other horses with cases
now found at Parkes, Moombi, Berry, Wilberforce, Cattai and Wyong.
"Tests are still being done to determine whether the strain of the virus is the same
as the one found in the stallion at Eastern Creek."
While 47 cases of EI had been confirmed tonight, the count has unofficially topped 160.
The veterinarian in charge of horses at Sydney's Centennial Parklands Equestrian Centre,
Dr Tim Roberts, said almost every horse at the complex had the virus.
Dr Roberts said once the first horse tested positive it was impossible to halt the
spread of the disease at the centre.
"You can see it clinically and 161 of the 165 horses have it," Dr Roberts said.
"It spreads like wildfire."
Dr Roberts has previous experience with the disease in South Africa where an outbreak
of EI caused racing to shut down for three months in the 1980s.
Queensland authorities expect to confirm within days whether three horses, which have
returned positive results to preliminary tests, have EI.
The three NSW horses were among 300 taking part in the equestrian world cup qualifier
in Warwick, in Queensland's south, yesterday.
As the implications of the outbreak were assessed state by state, a difference of opinion
has emerged between Victorian authorities and Federal Agriculture Minister Peter McGauran.
Racing Victoria Limited (RVL) said it was confident horses will be back on the track
in that state by the weekend, if not sooner.
But Mr McGauran said a miracle was needed if racing was to resume before next Saturday.
"If we're racing next Saturday, then we should all breathe a sigh of relief," Mr McGauran said.
"If there's any racing in Australia before then, it will be a minor miracle."
RVL chairman Graeme Duff said a lockdown of racing stables, in force since yesterday
morning, will end at 5pm (AEST) on Tuesday, technically allowing a resumption of training
and racing.
"We are on target to reach a point on Wednesday that we'll be racing," Mr Duff said.
"As it stands now, next Saturday's meeting will definitely be held."
RVL chief executive Stephen Allanson dismissed suggestions that the Melbourne Cup carnival
might be affected.
He said there was no reason to believe that any major race would suffer as a result of the virus.
He said that while contingency plans existed, he had not contemplated their implementation.
"There is no evidence that the carnival will be affected," Mr Allanson said.
Unlike in Sydney, where horses are still permitted to train on racetracks, all racecourse
training in Victoria was closed and horses stabled on racecourses must remain within their
barns.
Trainer Lee Freedman, who is able to continue training on his private track on the
Mornington Peninsula, said racing could return to normal in Victoria very quickly.
"Three or four days isn't going to make much difference," Mr Freedman said.
"But it's going to be a massive juggling act if it goes on for too long."
While RVL's confidence in the measures it has put in place was high, overseas trainers
with runners entered for the major spring races were taking a more wary approach.
Hong Kong trainer John Moore has postponed plans to send his top-line galloper Viva
Pataca to Melbourne.
The horse, one of the top chances for the W S Cox Plate, was due to arrive tomorrow
but Moore will wait another week to assess the situation.
For British and European trainers, the issue wasn't as critical.
EI was endemic to most European countries where trainers have learned to live with the virus.
In the breeding industry the situation is critical with the stud season due to commence
next weekend.
Some 30,000 thoroughbred mares were served during the 15-week season.
While some mares were already on the same farm as their intended partner, the vast
majority are normally shipped in.
After foaling, they were usually served again within two weeks.
Leading NSW studmaster John Messara said 75 per cent of the mares due to be served
at his Arrowfield Stud came from outside.
"If the breeding season is delayed for any length of time it will have a devastating
effect on the foal crop which will translate to the yearling sales," Mr Messara said.
"It will affect racing for at least two to three years."
The cost to the NSW racing industry was estimated to be around $40 million in TAB turnover
for the first 72 hours of the crisis.

Princes Pier in Port Melbourne.
Firefighters .. supported by water police .. were called to the blaze about 9 pm last night.
A spokesman says the fire was minor .. burning a pylon and wooden area under the pier
.. about halfway out.

But the Australian Conservation Foundation says it's a stacked committee of big polluters
.. and people who have vested interests.
Greens leader BOB BROWN says the inquiry's stacked with miners .. and set up as a sop

He says the prime minister's chosen the coal industry over his own grandchildren.

The government's reviewing its stem cell research laws .. following a review recommending
therapeutic cloning go ahead .. with strict scientific and ethical regulations.

Vic: Higher demand for Games visas
MELBOURNE, Feb 14 AAP - The federal government has revised the number of special Commonwealth
Games visas it plans to issue amid higher demand from athletes, team officials and coaches.
The Department of Immigration said it now expects to issue 10,000 Commonwealth Games
Travel Authority visas, up from 7,000-8,000.
The government has also said illegal migration attempts may spike during the Games,
following up to 30 athletes from Sierra Leone, Pakistan and Bangladesh failing to board
flights home from the Manchester Games in 2002, the Age reported.
